axel_caxel_cImagemagick's convert does the trick for me (and much more than cropping):
crops 100 pixels off the left border, 10 pixels from the top.
crops 100 pixels off the right, and so on. The Imagemagick website knows more:
This script loops through all the sub-folders and crops the .jpg files.
I have scanned some pages and all ~130 pages needs the lower ~1/8 of the page cut off.
Using mogrify

Paint.NET will create and edit PNGs with gusto. It's an excellent program in many respects. It's free as in beer and speech.

GregGregI use Pixlr - an online photo editor, it has great filters and user friendly interface.
Vitalii FedorenkoVitalii FedorenkoInkscape is a vector drawing program that exports PNG images. So, you end up editing SVG documents and exporting them to PNGs. Inkscape is good if you're starting from scratch, but wouldn't be ideal if you just want to edit existing PNGs.
Note--Inkscape is open source and available for free on multiple platforms.
